The Singapore government guarantees to offer support through different financial assistance schemes throughout the year 2025 to Singapore commuters. One of the measures is a relief package, which contains a support limit of $860 to enable eligible families to cater for their rising living costs.
Household Utility Bill Payment Support
The largest single component of this support comes through the enhanced GST Voucher (GSTV) U-Save, which brings relief to eligible households’ utility bills within the FY 2025.
Gradual Assistance Based on the Type of Housing
The U-Save rebates are tiered, which means that greater aid is given to families living in lower HDB flats:
Residents of 1 and 2 room HDB flats: Up to $760 for FY 2025
Residents of 3 room HDB flats: $680 for FY 2025
Residents of 4 room HDB flats: $600 for FY 2025
Residents of 5 room HDB flats: $520 for FY 2025
Residents of Executive and Multi-generation flats: $440 for FY2025.
The increased amounts are directly attributable to enhanced U-Save rebates. These amounts are now set at Cola (Cost of Living Support) due to rising utility costs with rebates.
Eligibility Guidelines for U-Save Support
Household qualifications for U-Save rebates require certain criteria pertaining to citizenship along with ownership of the dwelling:
Citizenship and Residency Requirements
For partially rented or owner-occupied flats: At least one Singapore citizen must be an owner or occupier
For completely rented flats: At least one tenant must be a Singapore citizen
Property Ownership Limitations
All owners, essential occupiers, or tenants must not own or have interest in more than one property
Households with collective multiple property ownership do not qualify
Quarterly Distribution Schedule
U-Save support is issued in four payments for the FY2025, the full amount is not available in one go and instead is divided into a quarterly structure:
April 2025: First quarterly payment
July 2025: Second quarterly payment
October 2025: Third quarterly payment
January 2026: Final quarterly payment
The U-Save support for each quarter is bundled with other GSTV-U rebate payments alongside additional support, therefore easing the financial burden for families and providing constant and reliable support throughout the year.
Supplementary Aid Using CDC Vouchers
Alongside the U-Save rebates, Community Development Council (CDC) vouchers worth $800 will be issued to all households in Singapore in the year 2025, structured as follows:

Special SG60 Supports for the National Day Celebration
Eligible citizens will, as part of Singapore’s 60th anniversary celebrations, receive notable supports that will be given only once.

The distribution of these vouchers will begin in July 2025, granting seniors the ability to access them first, followed by the rest of the adults. Similar to the CDC vouchers, these vouchers can also be claimed digitally via RedeemSG using Singpass.
